
Pennie Talbot
Executive Director Township Leasing, Office Township Leasing
Pennie Talbot is an Aboriginal woman whose family descends from the Wagiman traditional lands of the upper Daly River, with connections to the Jawoyn and Gurindji peoples.
On 28 September 2018, the Minister for Indigenous Affairs, appointed Pennie as the Executive Director of Township Leasing, an Independent Statutory position established pursuant to subsection 19A(1) of the Aboriginal Land Rights (Northern Territory) Act 1976.
With a distinguished career in the Commonwealth public service, the Aboriginal and Torres Strait Islander Commission (ATSIC) and as the founding Director of the Office of Township Leasing, Pennie has had the unique opportunity to work closely with Traditional Owners and communities to advance their economic and community aspirations through secure land tenure.
She is widely respected for her leadership, cultural authority, and her ability to build strong, respectful partnerships with Traditional Owners, government, and industry. Pennie’s motivation and drive to empower Aboriginal peoples through the Township Leasing Model has been inspired by the Traditional Owners and communities she has worked in partnership with throughout her career.
As the Executive Director, Pennie is deeply committed to ensuring acknowledgement and respect for Aboriginal culture is embedded in all land administration and decision-making processes. She champions genuine partnership with Traditional Owners, particularly through the Township Lease Consultative Forums; culturally respected spaces that empower Traditional Owners to advance economic and community opportunities and aspirations through the activation of their traditional lands for benefit of their families and future generations.
Pennie is highly regarded for the strength of her relationships with Traditional Owners and a broad network of stakeholders, underpinned by her leadership and engagement skills across government and industry.
