The 2018 Developing Northern Australia Conference is almost here again and will this year be held at Alice Springs Convention Centre over Monday 18 and Tuesday 19 June. 

Mr Terry Cleary, Executive Manager Community Care & Access with Anglicare NT joins us at the Conference to discuss ‘The NDIS in the Northern Territory – a service provider perspective’.

Abstract

The implementation of the National Disability Insurance Scheme (NDIS) is one of the most significant reforms to the delivery of the community services sector ever in the history of this country. It is as significant as the creation of Medicare and the establishment of Centrelink. The implementation of the scheme has been fraught with many problems across the country but particularly here in the Northern Territory. The “market driven” approach of the scheme and the expected additional funding that will flow into the Territory is already proving to be problematic in relation to the capacity of the “thin market” of the Territory.

From the initial trial in the Barkly in July 2014 to the commencement of the scheme in East Arnhem in January, 2017, the Territory has been at the forefront of the implementation of the scheme in remote communities. This paper will provide a historical overview of the implementation of the scheme in the Territory – what has been achieved and what has been learnt. The paper will also provide a view of the implementation of the scheme from a service provider perspective and make recommendations for the future rollout.

Biography

Terry Cleary has worked in the community services sector for over 35 years, much of that time has been involved with the provision of support services for people with a disability and their families. Terry first worked for Anglicare NT over ten years ago in Alice Springs. He commenced in his current role with Anglicare NT as an Executive Manager in March 20013. He has extensive experience working in the disability sector both in government and in the not for profit sector in South Australia, New South Wales and in Canada. Terry has been a member of the NT National Disability Services State Committee for over three years.
